Qualifications and skills:
• A bachelor's degree (where an university degree has been awarded on completion of three years study in a university or equivalent institution). A Master/Phd in a subject relevant to the assignment is an advantage;
• At least very good command of English (4 on a scale 1-5 where 5 is excellent);
General professional experience:
• Minimum 10 years but preferably 15 years of post-graduate professional experience in environmental management. Post graduate professional experience in environmental management gained in the European Union as civil servant or employee of a Mandated Body will be considered as an advantage;

Specific professional experience:
• Experience as project team leader(TA-TL) in donor funded projects (one to three projects) of a similar size, complexity and duration (not less than EUR 1 million service contract value and not less than 18 months individual project duration. Not less than 60% of individual project duration of 18 months covered by expert's work day input as TA-TL) in at least one country that is not the expert's country of origin/usual residence;
• Minimum 3 years but preferably 6 years of post-graduate professional experience in capacity/institution building in the environmental field and gained preferably in past or current EU potential candidate or candidate countries;
• Professional experience gained in one or more of the following thematic areas in the European Union will be considered as an advantage: Legal Transposition of the Environment Acquis, IPPC, Seveso, Environmental Management systems such as ISO 14001 or EMAS.
