Food Security Coordinator H/F

CONTEXT

Solidarités has been present in Afghanistan since 1980. Today, Solidarités International has 3 operational sectors : Food security, Water/Sanitation/Hygiene (WASH) and Emergency. It is active in three provinces : Kabul, Bamyan and Samangan.
In terms of food security, 4 main projects are currently underway in Central Afghanistan’s highlands : Yakawlang, Saighan and Roy-Doab districts and one in Kabul city. In the highlands, activities concern topics as diverse as the promotion of well balanced crop rotation for a better fertility management, work on crop varieties (mainly wheat, fodders and fruit trees), pasture management (community based approach), gardening in passive solar greenhouses, dried apricot value chain structuring (production, processing and marketing), increasing the arable area of a plain by improving its drainage (30 villages depend on this plain), etc.
Our approach is based on the understanding of the vulnerabilities of the households, through a livelihood approach and based on farming system analysis. In the city of Kabul, SI targets the basic needs of vulnerable urban dwellers by providing support in terms of access to food through a food voucher system and the development of income-generating opportunities with vocational training activities.

FUNCTIONS

Main tasks of the Food Security Coordinator :

1/ Support the Food Security Project Managers involved in the Food Security intervention of Solidarités International in the country (50% of the time).
Supporting the 5 Project Managers (PM) consists then in :
-Following and ensuring the implementation of the projects through the monitoring documents in place
-Providing technical and methodological support to each PM according to their needs
-Training and capacity-building on project management and technical issues for the PM and their teams
-Supporting the PM in terms of team-building (Engineers, Technicians, etc) and HR management
-Coordination at national level, in terms of national coherence and prioritizing of our capacity, technical sharing and transfer, etc.

Each PM is responsible for the implementation of his/her project ; but they report to the FS Coordinator, who has ultimate responsibility for the technical aspects of all projects, and to their Field coordinator. The FS Coordinator refers to the Country Director.

2/ Strategy-making and development of future interventions (30% of the time).
Several of the projects currently underway are 3 to 4 year-long projects. One is the second phase of a completed 4-year project, making the total duration 8 years. In Kabul, our intervention is defined on a shorter term basis for the moment.

Strategy-making is a task to be approached as a team with all coordination members contributing (Country Director, WASH, Emergency, Administrator and Logistics Coordinators). The FS Coordinator makes proposals for the Food Security sector within the general strategy and, to this end, is in charge of having and analyzing all required data by :
-Conducting him- or herself needs and technical assessments
-Working with the operational team (brainstorming, sharing of analysis, participation of key staff, etc)
-Meeting with all stakeholders and participating at coordination meetings
-Requesting and organizing the arrival of technical Referents from HQ and external Consultants

The FS Coordinator plays a major role in project proposition writing when it concerns his/her sector, in collaboration with the coordination members.

3/ External Coordination and Representation (20% of the time).
Solidarités International participates and is active in several coordination structures (clusters, ACBAR, UNAMA external meetings). The FS Coordinator participates, in cooperation with the Country Director and the WASH Coordinator, in this active representation.

The Country Director is the main actor responsible for interacting with donors and raising funds. But the FS Coordinator assists him and participates in meetings with donors when technical topics are part of the meeting agenda. To successfully fulfill his tasks, the FS Coordinator will spend at least 50% of his time in the field bases in order to support the PM and monitor the projects.

Profil recherché

Expériences / Formation du candidat

Education:
-BAC+5 (engineering) degree in Agronomy (CNEARC, etc.)
-Agronomist / Horticulturist / Livestock specialist or Agro-economist

Experience:
-Previous proven and extensive experience in the field of food security / rural development
-Experience of team management
-Knowledge of and previous experience in project cycle management / project designing and proposal writing

Computer skills:
Good computer skills (Microsoft Office package and internet).
