STOVEPLUS
StovePlus is a multi-donor, multi-year program launched by GERES in 2012. It aims to support and strengthen the clean cooking sector, mainly in Southeast Asia and West Africa. The project intends to meet the needs of the communities through the professional development of the concerned sectors and the sharing of best practices and technical solutions developed by GERES in its various projects.
The Regional Coordinator is responsible for ensuring delivery of Stove+ strategy on the biomass ICS sector in South East Asia (Cambodia, Indonesia, Myanmar, Lao PDR and Philippines at the time of writing) and possibly in South and Central Asia in the near future, specifically the alignment of projects and implementation objectives against donor requirements. The Regional Coordinator monitors deliverables and results achievements, controls their quality and contributes to designing future projects.
The Regional Coordinator contributes to the goal of Stove+ to become an operational centre of expertise, delivering consultancy-like services in the region.

MAIN RESPONSIBILITIES
As the responsible for Program activities in SEA, covering delivery of Stove+ packages of services in the region, (s)he oversees the portfolio of projects and manages, together with the Lead Technical Advisor and Regional Technical Adivsor, internal and external experts. The services cover the areas of biomass improved cookstoves. (S)he is responsible for maintaining partnerships and donor relations related to these projects.
The Regional Coordinator is part of Stove+ management unit, alongside the Program Manager, the Regional Coordinator for West Africa, the Lead Technical Advisor and the Research and Advocacy Officer.
The Regional Coordinator works closely with the Lead Technical Advisor to improve Stove+ quality of intervention, to streamline into her/his project portfolio good practices of Project Cycle Management and M&E, to elaborate project development and to identify opportunities for technical and methodological innovation.
The Regional Coordinator works closely with GERES South East Asia Operations Director and GERES HQ Administrative and Financial Director to ensure smooth budgeting, financing, reporting and auditing of projects.
The Regional Coordinator contributes to share Stove+ expertise, lessons learned and best practices within GERES teams.
Her/His main activities are:
• Set up strategy on StovePlus development in the region
o Define strategic direction of Program with overall strategies
o Revise periodically the overall strategy
• Support and follow-up service delivery
o Manage existing projects in the Program portfolio, and develop new projects
o Ensure and support delivery of outputs, to quality standard within time and budget, in accordance with the Program Plan and with donor requirements
• Manage internal and external contractual relations
o Negotiate, design and follow-up contracts with providers, clients and donors
• Ensure program’s finance follow-up
o Set budgets
o Follow-up budget requests and reconciliations
o Ensure rules and regulations are followed in financial procedures and reporting
• Networking and fundraising
o Maintain networks and identify strategic partnerships
o Represent GERES and StovePlus in various events
o Open up funding/partnership opportunities
o Oversee fundraising activities in the region
• Ensure compliance of operations with internal regulations
• Contribute to the life of the program by facilitating formal and informal communication within the team

Profil recherché

REQUIREMENTS
Experience At least 8 years in the international development sector (preferably SE Asia) at progressively more senior management positions, including at regional level
Proficient in project/program management, including administration and finance, in a multi-donor setting
Appreciated: Experience of environmental and/or energy focussed projects
Appreciated: Experience of research and development and related good practice
Appreciated: Experience of Private Sector Development, Policy Engagement, Policy Advice.
Education & Training Master’s degree in Management, Economics, Development Studies, Environmental sciences, Agriculture, Engineering, renewable energy, political science
Project Cycle Management and Research skills training
Participatory research, monitoring and evaluation
Skills Proficient in Project Cycle Management, Logical Framework Development, M&E
Proficient professional English, with excellent writing and editorial qualities
Excellent interpersonal skills, ability to establish contact with people from different background and cultures
Able to coordinate remotely
Comfortable with high-level governmental/institutional relationships
Organization and attention to detail especially meeting deadlines
Team player with capacity to work in a multicultural environment
Proficient in working with Microsoft Office (including Word, Excel and PowerPoint)

CONDITIONS
• Full-time position, 2 years, renewable
• Expatriate status
• Starting date: August 15th
• Location : Cambodia, Phnom Penh, with possible extended stays in countries of interventions
• Salary according to GERES grid, depending on applicant’s profile and experiences.
• Other Benefits: Health and repatriation insurance; yearly round-trip to home country; monthly housing allowance; 5 weeks annual leave
