Team Leader / Water Management Specialist W/M H/F

Egis eau is tendering for this ADB Regional TA: Water Resources Sector Strategies in Central and West Asia which purpose is mainly to assess performance / challenge of the water sectors in 3 countries of Central Asia (Uzbekistan, Kirghizstan, Tajikistan), develop water sector strategies to find solution to the identified challenges, and identify investment priorities to implement the strategies (at river basin and irrigation system-levels) in each country.

The project is anticipated to start in April 2012 for 12 months in 2 phases (4 months and 8 months).

Qualifications:
The TL/WMS shall have a master degree or above in water resources, irrigation engineering or related subject and be fluent in English and preferably in Russian. He or she should have at least 20 years relevant working experience, including in Kyrgyz Republic, Tajikistan, Uzbekistan, or other Central and West Asia, with 10 years and five projects as team leader.
Ideally technical experience should include river basin water management and main irrigation system aspects of at least three of each of the following types of assignment to:
- prepare country water assessments,
- prepare water sector strategies and
- identify and
- prepare infrastructure, policy and institutional, and capacity development aspects of water investment projects preferably to improve the agricultural productivity of water.

Nature of assignement:
Phase 1:
The specialist will undertake the following tasks:
- Liaise with ADB and relevant agencies of the !As. Lead the RETA team, orient the other consultants and integrate their outputs and ADB's cross-cutting themes;
- Lead country water assessments, to identify and prioritize the main water sector challenges, based on national and/or sector development strategies and investment plans and reports and discussions with relevant agencies, other donors and NGOs;
- Estimate water supplies, demands and balances for all users as well as expected climate change impacts at the national and river basin-level. Distinguish clearly between withdrawal, reuse of drainage return flows and all productive and non productive consumptive uses;
- Assess flood risk management systems and management organizations and the importance of flood management relative to other priority national water sector challenges;
- Assess Government policy and institutional and staff capacities for integrated river basin management, infrastructure improvement, and main irrigation system management;

Phase 2:
During phase 2, the responsibilities of the TL/WMS will likely include the following:
- Apply screening, ranking and selection criteria to investment plans, and identify and prioritize investment projects to implement the agreed strategy;
- Prepare (a) practical main irrigation system infrastructure and management outputs, (b) implementation and organizational capacity development arrangements, and (c) associated policy and institutional reforms, if required for inclusion in DCPs for the priority investment projects in each country.
- Coordinate inputs from the other specialists and prepare the overall DCPs, 26 using the ADB template, for the preparation of priority projects in each country. DCPs will include: (a) modalities (project preparatory technical assistance and/or project design facility), 27 (b) problem tree analysis and design and monitoring frameworks 28 , (c) implementation arrangements, (d) approaches and methodologies, (e) estimated costs, (f) initial poverty and social analyses, and (g) consultant terms of reference for the selected modality. The approaches and modalities will include participatory POW performance assessments and diagnoses to (a) assess system performance, (b) diagnose constraints, and (c) formulate practical improvements to alleviate them and optimize system performance; and

Project Duration: 12 months
Assignment duration: 8 months (3.5 months phase 1 & 4.5 months phase 2)
