Team Leader / Irrigation Engineer W/M H/F

Description du poste

The project preparatory technical assistance (PPTA) will conduct technical, economic, financial and social due diligence to provide supplementary funding from the Strategic Program for Climate Resilience (SPCR) for Cambodia under Investment Component I: 'Promoting Climate-Resilient Water Resources and Related Infrastructure to support the Water Resources Management Sector Development Program (WRMSDP, Loan no. 2672-CAM) under ADB's Additional Financing modality. The PPTA will be administered under TA 4848-CAM (Water Resources Management Sector Project).

Qualifications:
The Team Leader / Irrigation Specialist will have
- an university degree in the relevant subject;
- a minimum of 15 years of relevant experience in the case of the Program Team Leader, and a minimum of 10 years of relevant experience for the remainder;
- adequate experience in implementing projects in the Greater Mekong Sub-region, preferably in Cambodia;
- sound and practical knowledge in relevant fields in Southeast Asia and with poverty reduction and sustainable development;
- strong interpersonal and communication skills.

Competencies:
Team Leader /Irrigation Engineer, assisted by the deputy team leader, will be responsible for preparing a comprehensive project feasibility study in a format suitable for ADB approval under the Additional Financing modality. Their responsibilities will include the technical design of the project, managing the project team, and coordinating with counterpart government staff, water users and other key stakeholders. As irrigation engineers, and based on the recommendations of the climate change specialists, hydrologists and agricultural specialists, they will:
- assist the climate change specialists in the preparation of the climate change impact, vulnerability and adaptation assessment;
- develop improved climate resilient design criteria for irrigation systems;
- develop technical, economic, social, and environmental criteria to refine the screening and selection of subprojects to be upgraded under the project;
- develop construction and maintenance cost estimates for subprojects selected for upgrading;
- prepare cost estimates and develop implementation arrangements for the Additional Financing project to dovetail with those approved for WRMSDP;
- provide support to the loan-financed design engineers to improve irrigation designs with particular emphasis on climate resilience of the proposed subprojects under WRMSDP.

Project duration : 5 months

Assignment duration : 5 months on a full-time basis
Start date: May 2012
