Description du poste

Egis eau is tendering for this ADB Regional TA: Water Resources Sector Strategies in Central and West Asia which purpose is mainly to assess performance / challenge of the water sectors in 3 countries of Central Asia (Uzbekistan, Kirghizstan, Tajikistan), develop water sector strategies to find solution to the identified challenges, and identify investment priorities to implement the strategies (at river basin and irrigation system-levels) in each country.

The project is anticipated to start in April 2012 for 12 months in 2 phases (4 months and 8 months).

Qualifications:
The international Salt Management Specialist shall have a master degree or above in water resources or irrigation engineering or related subject and be fluent in English and preferably in Russian.
He or she should have at least 10 years relevant working experience, including in Central Asia.
Technical experience should include basin-level salt management and irrigation system-level water logging, salinity, and sub-surface drainage aspects of at least two of each of the following types of assignment to:
- prepare country water assessments,
- prepare water sector strategies and
- identify and (iv) prepare infrastructure, policy and institutional, and capacity development aspects of water investment projects preferably to improve the agricultural productivity of water.

Nature of assignement:
The specialist will be responsible for basin-level salt management and/or irrigation system-level water logging, salinity, and sub-surface drainage aspects of the Phase 1 & 2 outputs. This will include but not be restricted to the following:
Phase 1:
The specialist will undertake the following tasks:
- At river basin-level, (a) identify and assess irrigated, rain-fed, and other primary salt sources, (b) account for water and salt, and ensure inputs and outputs balance, (c) assess soil and water salinity, and (d) formulate management strategies;
- At basin-level, assess (a) natural drainage, (b) water salinity, (c) cost-effectiveness of providing artificial sub-surface drainage, and (d) suitability of existing irrigated land;
- Help formulate solutions to priority problems and develop strategies and ranking criteria for: (a) the integrated management of irrigated land, water, salt at the river basin level, and (b) improved salinity management at the irrigation system-level and field-level
Phase 2:
- at the system level for (a) quantify the extent and severity of soil salinity, (b) assess soil salinity impacts on the agricultural productivity of water, (c) assess the effectiveness of sub-surface drainage systems and infrastructure, (d) identify not the symptoms but the causes of poor performance, and (e) establish holistic system improvement requirements;
- Help refine screening, ranking and selection criteria, apply them to investment plans and prioritize investment projects to implement the agreed strategy; and
- Prepare practical subsurface drainage infrastructure and salinity management outputs and implementation and organizational capacity development arrangements for inclusion in DCPs for priority investment projects in each country.

Project Duration: 12 months
Assignment duration: 4 months (2 months phase 1 & 2 months phase 2)
