Institutional support to the Ministry of Agriculture in Laos for the formulation of improved irrigation development strategies based on participatory and irrigation management transfer principles.
2 years technical assistance for :
- Advisory to the Ministry of Agriculture on strategic orientations for improved irrigation policy
- Capacity enhancement of the government services involved in the irrigation sector
- Improved coordination between the irrigation services and foreign aid agencies involved in the irrigation sector
- Formulation of new national program for irrigation development
- Rural engineer, agri-economist, or agriculturalist specialised in irrigation development
- 10/15 years experience in irrigation sector development, preferably in similar institutional posting
- Experience in decentralised irrigation development and participatory approach to Irrigation Management Transfer (IMT)
- Working experience and/or knowledge of main donor agencies involved in the irrigation sector in the region (AFD, ADB, etc.)
- Excellent oral and written communication skills
- Working experience in Laos and/or sub-region (Mekong)
- Ability to work in both French and English
