Technical assistance related to a proposed Confined Disposal Facility. The project will consist of:
- Developing the tender for dredging of ‘hot spots’ containing contaminated sediments in the harbour and for constructing the facility
- Supporting the tendering process
- Overseeing construction of the facility
- Training port personnel and others concerning operation of the CDF
- Developing an operating manual for the facility
- Ensuring proper environmental monitoring of the process
This CDF is due to operate for 5 years, after which time the beneficiary does not expect further contaminated sediments to accumulate in the harbour. The CDF will consist of a contained area, dewatering facilities, and a bioremediation facility. Treated sediments will be re-used. Sediments that cannot be treated to required levels will be stored.
The Civil Structural Engineer would be responsible for:
- Developing the basic design of equipment (including specifications) and site layout for the CDF
- Supporting the tendering process
- Assuring contacts with contractors and equipment suppliers
- Overseeing construction (and probably initial operation)s of the unit (there will be a ‘Resident Engineer’ as well)
- Developing an operations manual and training personnel
In total, the indicative time for this expert would be 5 person-months for detailed design and procurement advice, and 2 person-months for supervision of CDF construction, over a total contract period of approximately 18 months.
