Egis eau is tendering for this ADB Regional TA: Water Resources Sector Strategies in Central and West Asia which purpose is mainly to assess performance / challenge of the water sectors in 3 countries of Central Asia (Uzbekistan, Kirghizstan, Tajikistan), develop water sector strategies to find solution to the identified challenges, and identify investment priorities to implement the strategies (at river basin and irrigation system-levels) in each country.
The project is anticipated to start in April 2012 for 12 months in 2 phases (4 months and 8 months).
Qualifications:
The international Image Interpretation Specialist shall be a world leader in the field of remote sensing image interpretation (RSII), will have a master degree or above in a relevant field and be fluent in English. He or she should have at least 20 years relevant working experience of RSII to estimate the water balance of irrigation systems including irrigation efficiency, actual evapotranspiration and the agricultural productivity of water.
Nature of assignement:
Phase 2:
The specialist will be directly responsible for the following remote sensing image interpretation (RSII) outputs as inputs to the Draft Concept Papers (DCPs):
- With the irrigation and salt management specialists to assess the potential to use RSII to estimate (a) the extent and severity of soil salinity; and (b) irrigation efficiency, crop water consumption, the POW, and other parameters as technical inputs to participatory performance assessments and diagnoses and formulation of effective system improvement projects;
- Propose partnership between ADB and appropriate RSII agencies (International Water Management Institute and Japan Aerospace Exploration Agency, etc); and
- Prepare detailed RSII proposals, for incorporation into DCPs, with (a) implementation arrangements, (b) approaches and methodologies, and (c) estimated costs.
