Egis eau is tendering for this ADB Regional TA: Water Resources Sector Strategies in Central and West Asia which purpose is mainly to assess performance / challenge of the water sectors in 3 countries of Central Asia (Uzbekistan, Kirghizstan, Tajikistan), develop water sector strategies to find solution to the identified challenges, and identify investment priorities to implement the strategies (at river basin and irrigation system-levels) in each country.
The project is anticipated to start in April 2012 for 12 months in 2 phases (4 months and 8 months).
Qualifications:
The international Economic Evaluation Specialist shall have a master degree in agricultural economics or related subject and be fluent in English and preferably in Russian. He or she should have at least 15 years relevant working experience, including in Central Asia.
Ideally technical experience should include economic aspects
25 of at least two of each of the following types of assignment to: (i) prepare country water assessments, (ii) prepare sector strategies and (iii) identify and (iv) prepare infrastructure, policy and institutional, and capacity development aspects of water investment projects preferably to improve the agricultural productivity of water.
Nature of assignement:
Phase 1:
The specialist will report to and support the team leader, with responsibility for the economic evaluation aspects of phase 1 outputs. This will include but not be restricted to:
- assisting the irrigation management specialist in assessing the WUAs' and farmers' willingness to pay for main and on-farm system improvements;
- assessing the financing gap between the present and required levels to address main water sector challenges in governments, beneficiaries, and donors;
- assessing (a) government policies in terms of financing sharing structure, and (b) potential economic benefits and losses with and without addressing main water sector challenges;
- developing and applying economic efficiency and social equity criteria and helping formulate (a) country water assessments to identify priority challenges at
the national and river basin levels, (b) water sector strategies with solutions to priority challenges, and (c) criteria to screen and rank potential investment
projects.
Phase 2
The economic evaluation specialist will report to the TL/WMS and support the TL/WMS TOR with responsibility for the economic evaluation aspects of both Phase 2 outputs including, but not restricted to:
- Apply economic efficiency and social equity criteria to project identification
- Undertake initial economic evaluation in line with required guideline, to prepare DCPs for the projects in each country, in the 10 areas defined in ADB. 2003. Key
