Logistics Coordinator - Juba H/F

MISSION
* 12-month salaried contract, beginning 1st March 2011 *

SOUTH SUDAN: CONTEXT

The conflict between Northern and Southern Sudan is commonly known as the longest war in Africa, brought on by a long history of British and Egyptian colonial policies, marginalization by powerful northern regimes, and cultural and traditional clashes.

Since the signing of the Comprehensive Peace Agreement in 2005, South Sudan has functioned with a semi-autonomous government (GoSS) and military force (SPLA). The implementation of the CPA has been marked by a difficult relationship between the National Congress Party and the Sudan People’s Liberation Movement , who are the sole signatories and guarantors of the agreement. The final objective of the CPA is the referendum on self-determination which is currently underway.

General elections took place in April 2010 and were marked by accusations of rigging, intimidation and violence, although declared successful by the governments of the north and south. The election itself was an important milestone for the GoSS leading up to the January Referendum. A number of provisions, like the North-South border demarcation, disputed census results and integrated North-South military deployments remain contentious.

The South is also plagued by a multitude of other difficulties: the financial crisis, tribal conflicts, political power struggles amongst many southern factions (sometimes supported and/or instigated by the NCP).

Solidarités is currently active in three states: Unity, Upper Nile, and Central Equatoria.

Programmes operating in Unity and Upper Nile States are implemented in remote areas which are seasonally affected by acute, localised tribal conflict. Rogue militias still operate in the areas and frequently clash with SPLA forces. Compounding the effects of insecurity are the harsh climatic conditions. Populations depend on river water and hand pumps for all purposes. Communities lack the capacity to maintain hand pumps and the will to use them should there be river water or swamp water available. The risk of disease outbreak and/or population displacement is very high in the areas of implementation.

Juba Town, one of the fastest-growing cities in Eastern Africa, has seen unprecedented growth since the signing of the CPA with thousands of returnees seeking to re-establish their lives in Sudan. As a result, slum areas and semi-urban settlements have developed. Food prices in Juba are high due to the dependence on the importation of goods, and food insecurity is rife.

MAIN OBJECTIVES OF THE POSITION:

• Overall responsibility for logistics activities
• Ensuring Solidarités International logistics standards are upheld throughout the mission
• Human resource management
• Property and equipment management
• Security management
• Reporting
• External representation

NB. Post based in Juba, with frequent visits to operational bases (Malakal, Baliet, Mankien). Possibility of travel to potential areas of intervention for assessment purposes

LOGISTICS

-Environmental analysis:
•Monitor monetary tracks, local production methods, infrastructure, and distribution systems
•Build and maintain relationships with political, administrative and technical partners
•Identify and assess the impact of different cultural expressions

-Purchases and Supplies:
•Ensure that the purchasing procedure is adhered to and overseen by the base logisticians
•Ensure that all bases respect Solidarités’ and donors’ procedures
•Supervise contracts and the set-up and follow-up of purchase schedules
•Manage all the purchases for Paris / Nairobi / Juba
•Send the compiled monthly IOF Follow-up for field bases and the Juba base to HQ

TRANSPORT

-Organization of local transport:
•Advise the base logisticians on transportation options
•Ensure transport documents are established according to Solidarités’ procedures
•Capitalize information on distances, prices, means of transportation and transport companies

-International transport:
•Ensure that documentation on import and export procedures is in order
•Reception and customs clearance

-Control of loads:
•Make sure that a qualitative and quantitative control is carried out for all incoming goods
•Emit reserves with carriers as necessary

-Fleet Management:
•Supervise and anticipate operational transport needs on the mission
•Ensure cost analysis and fuel/parts consumption for vehicles, and planned maintenance needs and/or technical issues, are properly managed
•Ensure drivers and technicians are trained on each field base

STOCK MANAGEMENT

•Ensure that base logisticians adhere to Solidarités’ and donors’ procedures
•Supervise security storage procedures
•Manage stock transfers at the end of each programme
•Send the compiled monthly stock inventory for field bases and Juba base to HQ

-Durable Equipment:
•Allocate equipment throughout the mission according to need
•Ensure that equipment is correctly used and installed
•Train expatriates/local staff on sensitive equipments such as Thuraya and VHF
•Send a monthly durable equipment inventory for field bases and Juba base to HQ

-Computer Management:
•Follow-up of the proper use of laptops/desktops at the mission level
•Ensure the proper use and daily maintenance of Antivirus software
•Set up and enforce a data backup policy at the mission level

LOGISTICS STAFF MANAGEMENT

•Provide strong and prompt support to base logisticians in the field
•Supervise, advise and coordinate the logistics staff for Southern Sudan mission
•Administer staff evaluations and organize and manage staff training as requested

FINANCIAL MANAGEMENT

•Ensure proper management of logistics budget lines
•Assist the administrative coordinator on budget follow-up monitoring

REPORTING

•Draft logistics reports required by donors and logistics budgets for new proposals
•Monthly internal logistics report (“log pack”)

SECURITY

The responsibility for security management for the mission lies with the Head of Mission. The Logistics Coordinator is responsible for the application and implementation of safety and security guidelines.

•Participate in security information management and risk analysis
•Communicate all security information to the Head of Mission
•Assist in editing the security guidelines and country evacuation plan
•Keep national and expatriate staff informed on rules, regulations and penalties
•Stay informed on ongoing security issues and information

REPRESENTATION

The Logistics Coordinator must be very involved in the newly-established logistics cluster in Juba. Solidarités works closely with the cluster on common transport issues and information-sharing.

NB. Salaried post: 1700 euros per month.

Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment. The Programs Coordinator will receive a monthly Per Diem of 500 USD to cover food and other expenses.

* Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

* Vacation: During the assignment, a system of alternation between work and time off is implemented. Solidarités International imposes breaks between two working periods at the rate of one break every three months. For a one-year assignment, the expatriate will have a break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 15-day period after six months spent on the mission (Solidarités will cover travel costs).

Profil recherché

CANDIDATE PROFILE

- Bachelor’s Degree (or equivalent) in Logistics, Technology, or Management, or at least 2 years of experience as a Logistics Coordinator in an NGO or similar
- Bioforce LSI
- Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response
- Team management skills
- Knowledge of mechanics, radio and satellite communication equipment, and computers (hardware and software)
- Thorough knowledge of Microsoft Office Suite
- Computer maintenance and network set-up
