We recruit for our client, world leader in the environmental sector, a " Proposals Manager - Design & Build / Muncipal Water & Solid Waste" to work on large international EPC projects for water treatment and waste treatment in Middle East area.
Proposals Manager leads and coordinates the preparation, negotiation and successful finalization of Municipal bids and proposals (including technical, financial and contractual aspects) in both the Water and solid Waste sectors. The Proposals Manager is accountable to the Bids Director Middle East, and works in close coordination with the Business Development and Technical teams.

Responsibilities and duties of the role holder:

The Proposals Manager serves Municipal water and solid waste bids and tenders in the Middle East market, and is responsible for these proposals from pre-bid stage until project award, including being directly involved in design engineering, value engineering, client/supplier/stakeholder negotiations, and cost estimation.
Tasks to be performed
- Manages the full cycle of the proposal effort/activity, from gathering inputs and developing estimates to the timely final submission of a compliant, complete and competitive bid.
- Coordinates the preparation of the overall proposal (including technical, financial, contractual, legal and staff components) ensuring that it is compliant with corporate policy and procedures.
- Accountable for the timely production of all proposal deliverables including all related research.
- Collaborates and cooperates with Business Developers and key internal teams to determine project feasibility, key drivers of competitiveness, proposal strategy, target price and main deviations against the specifications of the tender.
- Benchmarks and estimates a realistic and competitive price in line with commercial strategy set out by bid committee.
- Provides expertise and active input towards defining the project execution and delivery strategies.
- Supports Business Developers in meetings with external stakeholders and is a key contributor to presentations and negotiations, etc.
