We recruit for our client, world leader in the environmental sector, a "Procurement Manager” to work on large international EPC projects for waste treatment and waste water treatment in Middle East area.
The "Procurement Manager” defines and executes the procurement and supply chain strategy in accordance with the project requirements, and is accountable for the project’s procurement performance/KPIs. He manages subcontracts, suppliers as well as the project procurement team (including project procurement officers, expeditors and logistics teams). Besides their responsibilities on assigned projects. He also contributes at bid stage to the development of competitive proposals, and to the ongoing development and implementation of improvements in overall procurement processes.
•Defines and executes the project’s procurement and supply chain strategy, along with the Project Director and other internal project stakeholders,
• Responsible for the project’s procurement performance and KPIs,
• Identifies and evaluates supply chain-related Risk & Opportunities as well as risk mitigation options/possibilities. Contributes to project R&O matrix, responsible for actions, progress & updates,
• Defines the staff/resource needs on the project and recruits the team with the Procurement Director,
• Sets the procurement, expediting and logistics budget for his/her project,
• Drafts and finalizes the subcontracts in accordance with the corporate templates and policies.
• Responsible for subcontracts management end-to-end and to manage the suppliers to the best interests of the project and the company. Ensures the application of supplier relationship management (SRM),
• Manages on-site procurement team including buyers, procurement officers, expeditors,
• Negotiates and finalizes purchases of critical & strategic goods and services, in accordance to the set objectives. Supports buyers’ negotiations when necessary, etc.
• Minimum 7 years’ experience in procurement on complex EPC projects, EPC-contractor-side;
• Proven technical, commercial and operational knowledge in engineering procurement for large projects.
• Previous experience in multinational contractors/consultancies, in similar sectors (power, water, O&G)
• Experience managing and/or working in a site-based team.
• Strong planning and organizational skills, able to translate business strategies into clear objectives, plans and team priorities. Rigorous individual who pays careful attention to detail.
• Strong influencing skills. Able to establish good business relationships with stakeholders at all levels.
• Fosters teamwork to enable teams to deliver against objectives. Enthusiastic and team oriented.
• Strong relationship building skills that support the ability to engage with a number of diverse work streams to ensure delivery and performance.
• Able to work with people of varying abilities and nationalities; demonstrates cultural sensitivity.
