Water Resources & Irrigation Sector Management Project (WISMP)
The objective of the project is sustained, decentralized management of irrigation schemes and increased yield of irrigated crops. The WISMP will cover 13 provinces and will assist in consolidating gains and improving sustainability of past investments.
The WISMP will follow a demand-driven approach to irrigation management improvement, accommodating districts' funding constraints and varying degree of institutional, technical and management capabilities. The scope of assistance to each individual district will vary, and a sector modality is considered appropriate.
An irrigation engineer with at least 12 years of experience in irrigation management; including work in developing countries on management improvement in government agencies. In addition to construction quality control, he should be have worked on projects involving management quality assurance for planning, programming & budgeting as well as design and O&M. A knowledge of Bahasa Indonesia is desirable.
His duties include:
* Review of existing DGWR quality assurance manuals and assessment of their applicability to Dinas management and operations;
* Work with others to prepare a draft Quality Assurance Manual for Dinas management;
* Assess irrigation management quality assurance deficiencies in a sample of Kabupaten Dinas PUP; and
* Monitor and evaluate implementation of quality assurance.
