Food security Program manager - Afghanistan / Yakawlang H/F

MISSION

Solidarités is a not for profit humanitarian association, based in France and governed under the French law. The organization was created in 1980 under the name of Solidarités Afghanistan to help the people of Afghanistan. Solidarités is nowadays implementing projects in 15 countries all over the world and has been implementing projects in Afghanistan for 30 years. Solidarités’ mandate is to provide emergency relief to countries where populations are dispossessed due to war or natural disasters.

Activities consist in supplying essential goods to people in need, when public services and commercial activity have been disrupted and has still not recovered. Context Following 09/11 events and the attack of Afghanistan by the Coalition Forces under UN Security Council resolution, Afghanistan embraced a political transition and reconstruction phase. From 2001 up to 2004, the humanitarian community has been deeply involved in the return process of IDPs / refugees, through implementation of assistance projects to resettlement. Since 2005, most of emergency organizations have launched rehabilitation / more development oriented activities (Rural development). In the meantime, insurgency affected areas were growing and the official power failed in establishing a real rule of law.

Solidarités is present in Afghanistan since 1980, working on food security and water and sanitation issues. Zone/ Programs overview The Field coordinator will be based in Yakawlang. Solidarités has been working in the valley of Yakawlang since 2001. In 2002, a project entitled “Reinforcement of food security in order to stabilize local population and to favour the return of displaced persons and refugees” has been implemented, and in 2004 a four years-long project (DG 400), funded by the European Commission and more development oriented, has been launched in order to support rural development in the district.

The implemented activities in the framework of this program could be classified under three main components: 1. Enhancement of irrigation schemes through small scale irrigation projects and the Chaman plain flood control project. 2. Support to a community-based pasture management by implementing a FAO methodology. 3. Support to agricultural productivity through extension work and specific supports to private sector. The current project which should be launched in March 2010 has to be seen as the continuity of the DG 400 project.

FUNCTIONS

Objectives of this position The Field coordinator of Yakawlang is in charge of the general coordination of Solidarités base in Yakawlang district. He has to manage the national team in order to ensure coherence of the activities regarding the humanitarian needs but also the field constraints. He will work under the supervision of the Head of Mission based in Kabul. The Field coordinator has a central position in terms of: - Projects’ implementation and quality, follow-up of indicators. - Base/team management (Log/Admin/HR/operational) - Context follow-up and security of the teams. - To write potential new proposals. - To have an overall view and analysis on the humanitarian needs of the district of Yakawlang As a Program manager, he will have: - To implement the AFD program in Yakawlang district and to assure the quality of the follow-up and the management of the dedicated team. - To conduct food security assessment. The Program manager will work under the supervision of the Food Security Coordinator based in Kabul. He will work with the Logistic and Admin inpats Officers based in Yakawlang.

Profil recherché

Education: BAC+5 (engineer) degree in Agronomy (CNEARC, etc.) or Hydraulic engineering. Fields: Agronomy and Hydraulic engineering

Experience: • Previous experience in food security / rural development fields and Hydraulic activities required. • Previous experience of project management in NGO/humanitarian field. • Previous experience in unstable and volatile environment (conflict / post conflict country). Technical skills: Due to the high level of complexity of the technical aspects of the project whether in terms of agriculture or hydraulics, a proven proficiency in these fields is required from the candidate. Knowledge in general agronomy, rural development and food security issues Knowledge in irrigation schemes’ issues and hydraulic works Languages: Fluent in English (written, spoken, read). French would be highly appreciated Other • Good analytical and redaction skills • Knowledge of the Afghan context • Rigor, patience, autonomy and capacity of adaptation are necessary skills.
