MISSION

SOLIDARITES is a humanitarian organisation which provides aid and assistance to victims of war or natural disaster. For over 25 years the association has concentrated its action on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by reconstruction projects. Whilst fully respecting the assisted populations' customs and culture, SOLIDARITES' programmes are implemented through the joint expertise of around 150 expatriates and 1500 local managerial staff and employees. Nowadays, SOLIDARITES is present in Africa (Burundi, Central African Republic, Southern Sudan, Kenya, Somalia, Liberia, Chad, Democratic Republic of the Congo, Republic of Côte d’Ivoire, Zimbabwe), and Asia (Afghanistan, Thailand, Bangladesh, Myanmar) Context Following 09/11 events and the attack of Afghanistan by the Coalition Forces under UN Security Council resolution, Afghanistan embraced a political transition and reconstruction phase. From 2001 up to 2004, the humanitarian community has been deeply involved in the return process of IDPs / refugees, through implementation of assistance projects to resettlement. Since 2005, most of emergency organizations have launched rehabilitation / more development oriented activities (Rural development). In the meantime, insurgency affected areas were growing and the official power failed in establishing a real rule of law. Solidarités is present in Afghanistan since 1980, working on food security and water and sanitation issues. Currently, Solidarités is present in 3 provinces: Kabul, Bamyan and Samangan. The Field coordinator will be based in Ruy-e Doab district located in the south of Samangan province, Afghanistan. Programs overview in the district Water, Sanitation and Hygiene Program: • Water filter / Hygiene promotion / Capacity Building Food security program: • Free Food Distribution / Voucher for Work Food Distribution (irrigation infrastructure construction) National Solidarity Program: • Capacity Building / Facilitation / CDC support

FUNCTIONS

Objectives of this position The food Security Program Manager of Roy e Doab is in charge of the general coordination of the different projects implemented by Solidarités in the district. He has to manage the expatriate and national teams in order to ensure coherence of the programs implementation pertaining to the humanitarian needs but also the field constraints. The Food Security Program Manager has a central position in terms of: • Projects’ implementation and quality, follow-up of indicators. • Base/team management (Log/Admin/HR) • Context follow-up and security of the teams. • Writing potential new proposals. • Having an overall view and analysis on the humanitarian needs of the district of Roy e Doab The Field Coordinator will work under the supervision of the Head of Mission based in Kabul. As a Program manager, he will have: • To implement the LRRD program in Doab district and to assure the quality of the follow-up and the management of the dedicated team. • To conduct food security assessment. The Program manager will work under the supervision of the Food Security Coordinator based in Kabul.
