MISSION
Mission/Context The category 3 cyclone Nargis that struck Myanmar early May 2008 was the worst natural disaster in the history of Myanmar, and the most devastating cyclone to hit Asia since 1991: about 140,000 people dead or missing, 20,000 injured and some 2.4 million people severely affected. Damage was most severe in the Delta region, also known as the country’s rice bowl, where the effects of extreme winds were compounded by a sizable storm surge, devastating most of the fertile areas. Although the Delta is by no means the poorest region of the country, development is relatively limited, and life can be harsh, in particular when crops fail. More than half the population is reportedly landless. As Nargis showed, the Delta lowlands are prone to a range of disasters and with increasing deforestation and climate change this is likely to become worse. The repercussions of cyclone Nargis deepened the national protracted humanitarian crisis. Hundreds of thousands of people in the Delta face long-term loss of income, compounded by the burden of repaying debts. Since the Delta produces much of the country’s rice, fish and meat, delays in rehabilitating food production inevitably will push up prices elsewhere in the country too. Despite the opening created after Nargis for the humanitarian stakeholders to expand activities, this has been virtually all contained within support for the Delta. 20 months on, the decline in funds and the administrative constraints in working in Myanmar have gradually reduced these interventions to patchy recovery activities. The proposed national elections in 2010 are likely to be accompanied with tightening of restriction on movement, public gatherings and information exchange. Objectives of the LIFT project ‘Productive & Secure Livelihoods – Far South Delta’ Purpose: To strengthen the livelihoods of resource-poor households in the remote cyclone-affected areas of Pyapon Township. Expected outputs : 1: 1,300 farmer households increase their rice self-provisioning ability by at least one month. 2: 1,000 vulnerable households whose main livelihood is not farming resume or develop at least one supplementary source of food and/or income. 3: 1,200 vulnerable households who mostly rely on wage labour get immediate cash-earning opportunities for a minimum of 15 days during the project implementation. 4: 2,000 households have better knowledge of food contamination risks and improve their domestic hygiene practices.

FONCTIONS
Position objectives and main responsibilities The Livelihood Recovery (LR) Programme Manager is responsible for the daily management and the implementation of the LIFT funded LR project, managed out of the Solidarités base in Bogale, the field staff and associated equipment. (S)He reports directly to the Field Coordinator and refers to the Base Log, Base Admin and Programme Coordinator for technical support. The LR PM acts as the Livelihoods and Food Security focal point at local level, represents Solidarités in this sector and ensures that we are appropriately positioned with local partners, the authorities and the beneficiary communities. This will include awareness of current activities by all stakeholders in the sector, development of thematic and activity guidelines, assessments and evaluations and support for preparation and development of associated new project proposals. Project related tasks a) Start-up • Organize kick-start meeting for all staff, including project background briefing, objectives, methodology and indicators of expected outputs • Design or refine implementation strategy, activity and resource planning • Recruit and prepare project team • Identify and elaborate appropriate methodology for implementation of activities, in line with the overall mission strategy and Solidarités mandate b) Support and guidance • Provide support and guidance to Solidarités national staff in setting up and overcoming challenges and issues • Manage and built the capacity of project staff to assess needs and vulnerabilities and work with communities • Provide technical guidance on project activities and methods c) Project implementation d) Monitoring, evaluation, research and development e) Project closure Tasks related to resource management a) Human resources • Plan HR and organisational structure in function of the project and in consultation with the Field, Admin and Programme Coordinators • Draft job profiles for national staff • Make sure job profiles exist for staff under his/her direct supervision • Work with management techniques recommended by the organisation • Carry out performance evaluations for staff under his/her direct supervision (expat and national staff), etc. b) Budgetary and financial management c) Material, equipment and other resources management Coordination tasks a) External • Represent Solidarités at the local level in the Livelihood Recovery and Food Security sector. This will include local authorities, UN agencies and I/NGOs • Contribute to ensuring Solidarités plays an active role in the Livelihood Recovery and Food Security sector at Delta level • Offer and welcome advice and support to/from local authorities and Myanmar NGOs • Involve authorities in the design and the follow-up of the project and ensure that we are well informed about local rules and regulations that apply to project activities. b) Internal • Carry out regular team meetings to relate individual’s contributions to project objectives and to develop and inform members of decisions • Provide regular feedback on project implementation, including via weekly meeting attendance/contributions • Suggest Livelihood and Food Security related approaches that Solidarités could benefit from in other projects being implemented Security management tasks Communication, reporting and information management tasks

Profil recherché

a) Qualifications • A high level qualification in rural development / economics / sociology, agronomy or related subject • Specific qualification or training on Livelihoods analysis would be an asset b)Experience • Proven ability in community based project management including design and planning, budget control, research, evaluation and reporting • Wide knowledge of the Livelihoods recovery and Food Security sector in post-emergency or development situations • Experience in training and local staff capacity building c) Specific skills • Strong ability to manage personnel (more than 15 staff including expatriate) • Advanced English (speaking, reading and writing) skills • Highly computer literate (Word, Excel, PowerPoint; Sphinx and GIS/mapping would be an asset) • Expertise in participatory approaches • Well-developed skills and approaches for working in cross-cultural settings (particularly in Asia) and strong awareness of gender and environmental issues d) Other requirements • A commitment to the fundamental principles of Solidarités charter and ethos • Editing and analytical abilities: written reports, institutional knowledge building Personal traits • Dynamic and highly motivated to meet beneficiaries needs • Team player, adaptable to different cultures, environments and approaches • Methodical and pays attention to detail • Listener • Sense of humour
