The project is aiming more efficient and sustainable natural resource management and higher agricultural productivity in southern Laos through enhancing institutional capacity at Provincial and State levels to manage natural resource-based developments and to more widely promote increased agriculture. The project looks at improving land use planning and suitability categorization, development of sustainable investment initiatives (agricultural productivity and commercialization subprojects) at local level, and formulation of policies for the protection of traditional land user rights and better national legislations for award of land concessions to foreign investors.
Qualification:
Legal expert specialised in land use or natural resource expert with specialist experience in legal matters related to land use (land titling, land valuation, attribution of land concessions, etc....).
University degree in relevant disciplines
Experience:
- Experience in natural resource management projects/programs in developing countries
- Experience in land valuation and land titling for natural resource management / agricultural development.
- Experience in appraisal/evaluation of land concession awards to private sector in rural areas
- Experience in reviewing legislations and promoting legal reforms for improved land use management
- Experience with legalisations related to registration of community based organisations in rural areas (Water user associations, farmer groups, etc...)
- Work experience in South-East Asia sought, preferably in Mekong Region, including Lao PDR.
- Fluency in English required
