Lawyer / Law and Policy Advisor (French Speaking) H/F

This is an exciting opportunity for a lawyer to contribute to ClientEarth’s Forests and Climate Programme. In this role, you will address issues relating to forest governance, climate change and community land rights in West Africa, particularly Côte d'Ivoire and Ghana. The Lawyer / Law and Policy Advisor will use their experience of environmental law and legal reform processes to engage in legal capacity building of civil society and representatives of forest communities, with the aim of strengthening their skills and knowledge to better manage and protect forests. The role also requires legal research and analysis and advocacy to government stakeholders, in the context of forest governance processes such as FLEGT-VPA and REDD+.

In Côte d'Ivoire and Ghana, the legal framework on forests is being reformed. The ClientEarth project in Ghana and Côte d’Ivoire supports the development and implementation of forest and related laws by government, private sector, NGOs and community stakeholders. This position will also explore the wider context of deforestation, in relation to the production and trade of forest-risk commodities, such as cocoa, as well as possible nature-based solutions to climate change, such as community forestry.

Working relationships

The Lawyer / Law and Policy Advisor will work directly with a Senior Law and Policy Advisor in the Forests and Climate Programme. They will also develop close relationships with national partners and consultants in our focus countries in West Africa, particularly Côte d'Ivoire. The position will also work with other team members in the Forests and Climate Programme across our offices (currently in London, Brussels and Warsaw) and develop working relationships with other relevant teams as needed.
The position is initially for one year, with the possibility of extension, dependent on funding.

Key responsibilities

The role responsibilities include (in cooperation with other senior members of the Forests and Climate Programme):
• Critically analysing laws, legislative proposals and policy proposals relevant to forest governance, land and community rights, timber legality, gender and access to justice in the countries of engagement
• Developing and maintaining a robust knowledge of forest governance-related issues, forest legislation, and political contexts in the countries of engagement, as well as the institutional frameworks and processes necessary for the effective implementation and enforcement of relevant laws
• Preparing policy analysis, research notes, training material or presentations, as appropriate to the circumstances and designed to communicate ClientEarth’s thinking to a wide variety of legal, policy & civil society audiences
• Supporting the delivery of in-country legal working group meetings, national workshops, training and other events
• Supporting the provision of legal inputs and advocacy/position notes in ongoing law reform processes in the countries of engagement, working closely with civil society partners
• Maintaining the positive working relationship of ClientEarth with in-country partners (in particular with civil society organisations, international partners, national governments, as well as private sector representatives, as relevant)
• Supporting quarterly work-planning, activity budgeting, and reporting
• Participating in relevant coalitions, meetings, forums and elsewhere, as necessary
This list is not exhaustive and the selected candidate will be required to undertake other tasks in the Forests and Climate Programme.

Location

This position will be based in ClientEarth’s London office and will involve regular travel to West Africa (around four times a year). Brussels will also be considered, for exceptional candidates.

Profil recherché

Education and training

• Law degree (essential), Masters (desirable)

Experience & knowledge

• A good understanding of the civil law legal system (essential) and common law legal system
(desirable)
• Working knowledge of one or more of these areas: natural resources law, human rights law, environmental law, forest law, land tenure, public and administrative law, legal reform processes, comparative legal systems (essential)
• Experience working with civil society organisations in an international setting (desirable)
• Experience working with governments, civil society and/or the private sector (desirable)
• Experience in organising events, meetings, and/or delivering trainings (desirable)
• Experience working in Africa, south-east Asia and/or in an international development context (desirable)
• Experience working on, or knowledge of, issues relating to forest governance, international forest policy processes (such as FLEGT-VPA and REDD+), community rights, land tenure, and/or timber legality (desirable)

Key competencies

• Excellent legal analysis skills
• Fluent in French and English, with outstanding written and oral communication skills
• Well-developed inter-personal communication style and ability to work collaboratively with consultants and partners from a distance and split across different geographies
• Ability to co-ordinate work effectively with colleagues
• Ability to explain complex legal information in a simple language and to adapt language, content and style to different audiences, for example via training sessions
• Critical thinking, highly creative, flexible and solutions-oriented
• Excellent organisational and planning skills, and ability to manage competing work priorities effectively
• Cultural sensitivity and ability to work in challenging environments
