DEGREMONT, a subsidiary of SUEZ ENVIRONNEMENT, is today the world's leading expert in water treatment plants and, as such, a key player in promoting sustainable development.

DEGREMONT designs, builds and commissions facilities for drinking water production and reverse osmosis desalination, wastewater treatment and sludge treatment. Based on the needs of clients, DEGREMONT offers services including the direct management of facilities as well as all additional services required for their ongoing operation. Either directly or via DEGREMONT Technologies, DEGREMONT also offers customers specific solutions for disinfection, thermal sludge drying, incineration etc.

Degrémont is expanding its activities in Africa and particularly in Angola, where Degremont recently won several projects. In order to participate to our development, we are currently looking for candidates for the position of :

Branch Director – Angola (H/F)

Reporting to the Execution Director for Africa & Near East, you will be responsible for managing all shared services in order to support our operations in Angola, while liaising with headquarters in Paris.
You will act as Degremont’s representative in Angola for all administrative bodies (SME, government and ministries, ANIP, etc.) and will have to maintain close relationships with the French administrative outposts (embassy, consulate). 

You will be responsible of the following missions:

Branch Management

• Financial and Administrative Support

• Acting as the legal representative for the Branch, and with previous approval of the Finance Director for Africa & Near East, you will be responsible for managing Degrémont Branch in Angola and more specifically:
• Prepare and control budget for the Branch
• Working with the local Finance Manager, ensure cash availability
• Sign and follow up agreements with suppliers or services providers
• Represent Degremont in the event of tax inspections or audits
• Ensure premises and office are well maintained (administration, cleaning, security)
• Coordinate accommodation search and selection for expatriates and employees sent on temporary missions.

• Human Resources

• In coordination with the HR Manager for Africa & Near East, implement company’s policy and procedure for staff management in Angola
• Overview staffing with project managers in order to ensure staff availability according to business and project needs
• In coordination with the HR Manager, organize and carry out recruitments in compliance with local regulations.
• Responsible for all local proceedings regarding immigration and labor regulations, and especially for securing work visas for expatriates and foreigners coming for short term assignments in Angola.
• In coordination with the local Finance Manager, approve payroll and personnel administration
• Is responsible for implementing all the internal rules and regulations according to the local legal requirements

• Security

• In coordination with Suez Environnement Security Director, define and follow up on emergency and crisis plans for Angola
• Responsible for providing regular and accurate reporting on expatriates and local staff.

Project supervision
In conciliation with the Execution Director, you will participate in the staffing of projects in Angola; you will act as the functional manager to Project Managers in Angola for all local matters.
You will also be the privileged point of contact of the Angolan administration, and will provide support in dealing with our clients.

Participation in Business Development
In close coordination with the Business Development Director for Africa & Near East, you will take part in promoting the solutions and activities of both Degrémont and Suez Environnement and aim at securing our position as a major player in waste and water activities in Angola.
The position is based in Luanda.

Profil recherché

You are an experienced professional with at least 10 years of experience in a similar position (Project Management and/or Branch management), with a good knowledge of waste and/or water activities.

You have previously worked in Angola, which has given you an excellent knowledge of the local administration. You also have also maintained a strong and reliable local network (clients, suppliers, partners, administration) from your previous assignments.

You are an autonomous, proactive and problem-solving person, with excellent relational skills. You are flexible and know how to adapt to different interlocutors (from administrative bodies to technical suppliers).

You are in perfect command of the Angolan rules, regulations and legal schemes.
You are fluent in Portuguese and English – French would be a plus.
