Water sanitation and hygiene coordinator - Myanmar h/f

Descriptif du poste

Country and region:

Myanmar (birman), Union of Burma (english), Birmanie (french). Region: Yangon (former Rangoon).

General objective:

To improve community access to appropriate WASH (Water sanitation and hygiene) facilities and to reduce risky hygiene practices.

• Provision of potable water through the construction of water points (boreholes, wells, ponds,…)
• Provision of sanitation facilities (family and school latrines)
• Provision of household water treatments and rainwater catchment units
• Technical training and community development

Responsibilities:

Program Monitoring, Evaluation and technical support

• The WASH Co. is accountable for the contractual management of the WASH projects, and to provide adequate monitoring and support to the programmes.
• Regular field trips with the purpose of discussing each program component, define constraints, priorities and plans of action.
• Ensure that technical monitoring tools are used, including close follow-up of program indicators
• Evaluate the relevance of interventions in terms of community approach and from technical viewpoint
• Assess program outputs versus objectives as set in proposals and provide feedback /recommendations

Team Management

• Participate in the recruitment process and team training in collaboration with the administrator

Reporting

Program development and technical strategy

• Analyze and follow up the evolution of the water and sanitation situation in the country
• Collect and analyze information on access to water and sanitation
• Examine the impact of poor access to water and sanitation on the population (malnutrition, health, livelihoods)

Internal and external Coordination

• Internal: with Yangon office and other bases
• Facilitate coordination between the teams on the field, the Technical Coordinators, the HOBs and the HOM
• Ensure a good coordination and integration with other department

Representation at capital and regional level on technical issues

Compétences requises

Qualification and previous experience:

• A solid WASH University background
• Knowledge and/or experience in integrated approach to malnutrition and food security
• Minimum two years field experience in implementation of WASH programs (including Gravity Fed System is a plus)
• Minimum one year in a position requiring managing a team of expatriates
• Experience in working in mid term/development oriented type of programs
• Experience in natural disaster responses and risk reduction, and humanitarian crises management
• Experience in technical advocacy with governmental departments
• Experience in South east Asia context preferred

• Working with all the different partners requires being good at public relations, as well as mind-openness and diplomacy
• Ability to capitalise experience and available information in order to become quickly autonomous
• Ability to take initiative where appropriate to deal with difficulties encountered in daily work

• Ability to adapt or change priorities according to the changing situation within a mission or the organisation itself
• Ability to work within a fluid situation (changes within the team, location of programmes)
• Willingness to live and work within a team and respect the rules of collective living

Motivation and involvement:

• Motivation and commitment to humanitarian ideals
• Interest in involvement beyond the job i.e. active involvement in the ethos of the organisation itself
• Ability to integrate into the local environment including awareness of political and economic aspects of the country

Professionalism and Management:

• Ability to conduct work in a professional and mature manner
• Ability to deal with relation with local authorities as a representative of Action contre la Faim
• Ability to manage local staff in a mature and impartial manner

Status:

• Employee, fixed-term contract
• All expenses paid in the field: travel out/return, collective or individual accommodation depending on position and family, meals and hygiene expenses
• Ability to take in charge accompanied position depending on position
• Monthly salary ranging from €1550 to €1950 gross depending on the position and experiences + Allowance of €200 net paid on the mission
• Social security, complementary health, repatriation insurance and contribution to a pension
• Purchase of 2.08 days off per month, 20 RTT per year
• Training of 2 to 3 weeks, achieved in Paris before leaving on mission
